About The Author Shri Rakesh Gupta, the author has
passed B.Com (Honours) in 1972 and M.Com. in 1977 from Delhi University, Delhi.
He joined Central Government service in 1975 and passed Junior Accounts
Officers (Civil) examination in 1987, conducted by the Controller General of
India. He worked in various Central Ministries and was inducted as member of
Indian Audit and Accounts Service in 1997 after passing the examination held by
the Union Public Service Commission. His areas of knowledge are Geography,
Accountancy, Economics, Cost Accounts, Management Accounts, Finance, Commercial
Laws, Industrial laws, Companies Act, Income Tax, Various Service rules of
Central Government, Civil Accounts, Appropriation Accounts and Finance Accounts
of Central government, Civil Audit and Commercial Audit etc. He worked in
various Offices of the Comptroller and Auditor General of India the Statutory
auditor, as Deputy Accountant General (Administration and Pension) in the
Office of Accountant General, A&E- II, Madhya Pradesh, Gwalior, Deputy
Director of Audit (Post and Telecommunications), Lucknow U.P. and Uttaranchal,
as Director of Audit, Andaman and Nicobar Islands, Port Blair, Director (Central
Autonomous Bodies) in the O/o Director General of Audit (Central Revenues), New
Delhi, as Director (Reports) in the o/o Director General of Audit (Defense
